Independent Compliance Monitor for DBEs

Hicks has been a federally-approved Independent Compliance Monitor for over five (5) years.  In his role as an ICM, Hicks monitors affected firms for their compliance to 49 CFR, Part 26 rules that govern the federally-mandated Disadvantaged Business Enterprise (DBE) program.  Although, Hicks’ appointment is typically part of a legal agreement between the Federal Highway Administration (FHWA) and the affected companies, Hick’s input and knowledge base helps those companies adhere create programs and policies that help small and local DBE’s to grow their company and thus their bottom line.
